The Affiliated Lihuili Hospital of Ningbo University

The Affiliated Lihuili Hospital of Ningbo University is a public general hospital donated by Mr. Li Huili, a famous industrialist from Hong Kong and supported by the People's Government of Ningbo. Established in 1993, it is among the first batch of Grade 3 Class A general hospitals in Ningbo, and has been awarded the honors such as Model Collective of National Health System, Civilized Institution of Zhejiang Province, Model Institution of Zhejiang Province for the Construction of Work Style, Civilized Institution of Ningbo City, Superior Institution of Ningbo City for the Construction of Work Style of Health, Model Site of Ningbo City for the Establishment of Civilized Institution, and Model Collective of Ningbo City for Labor. To promote the rapid development of healthcare in Ningbo, the construction of Ningbo Medical Center Lihuili East Hospital was kicked off in 2011 in the Eastern New Town, and the Eastern Hospital was officially put into operation on December 19, 2015. With over three years of development, Lihuili East Hospital has rapidly developed into the medical center of the Eastern New Town. In April 2019, Ningbo Medical Center Lihuili Hospital was renamed "The Affiliated Lihuili Hospital of Ningbo University", becoming a hospital directly affiliated to Ningbo University.

For the purpose of fulfilling the people-oriented development concept, as required by the requirements of “Six Efforts for Great Challenges, Three Years to New Records” of the Party Committee and the People’s Government, with the aim of optimizing the allocation of medical resources, promoting the high-quality construction of Healthy Ningbo, and achieving a high standard of well-being for people's health, on July 30, 2019, the Lihuili Hospital Affiliated to Ningbo University and the Lihuili East Hospital of Ningbo Medical Center were merged, with the full name of the merged hospital being “Ningbo Medical Center Lihuili Hospital”, including the two major hospital areas of Xingning and Eastern New Town, realizing "Integrated Management, Equal Quality Medical Care”. For the Xingning Hospital,  a new sign of “Lihuili Hospital Affiliated to Ningbo University” was put up, and for the Eastern Hospital, a new sign of “Taipei Medical University Ningbo Medical Center” was put up. The Xingning Hospital covers an area of 89 Mu (about 6 ha.), with a total construction area of about 71,900 square meters and over 800 beds available. The Eastern Hospital covers an area of 80 Mu (about 5.33 ha.), with a total construction area of about 164,700 square meters and 1,400 beds currently available. In 2021, the entire Hospital received about 2.21 million outpatient and emergency visits, with about 104,000 discharges, 56,000 inpatient surgeries, as well as an average hospital stay of 7.22 days. The “In-situ Renovation and Expansion” project of Xingning Hospital is expected to be put into operation in 2023, with a new comprehensive medical building covering a total floor area of 105,000 square meters and an estimated 700 new beds. On June 2, 2020, the Comprehensive Scientific Research Building was formally established, with a total construction area of 95,000 square meters, which integrates basic research and clinical research, medical education, health services and public health clinical treatment, and lays a solid foundation to build a new medical highland in Ningbo.

Strive for Excellence in Party Building and Performance of Party Members

Comprehensively reinforce the President Responsibility System under the leadership of the Party Committee. Comprehensively enhance the leadership of the Party over the Hospital, and gradually establish a management pattern featuring unified leadership of the Party Committee, division of labor and cooperation between the Party and the Government, as well as coordinated operation. Currently, it is a five-star basic-level Party organization among the municipal institutions directly under the Municipal Government, and the Party building model has been awarded the “Best Practice Model” in the third national “For Innovative Cases of Party Building in Health” Competition.

Integrity-based to create a favorable political ecology. The Party Committee has resolutely shouldered the primary responsibility and actively constructed the “Synergy of the Four Responsibilities”. The Discipline Inspection Commission of the hospital has focused on its main duties, explored innovation in terms of mechanisms, safeguarded implementation in the refinement of management, established a supervisory platform through big data, consolidated the foundation and innovative methods and always strengthened the function of supervision and discipline accountability. The "One Screen, One Corridor, One Wall, One Network" elaborately built was selected as the basic practice base of Ningbo “Integrity Culture Cloud Map”, and the “Three-Four-Five Working Method” summarized and refined for grid-based supervision has been exchanged and promoted throughout the system, and won in the final of the Third National Theme of Improving Medical Services to Promote High-Quality Hospital Development in 2021, highlighting the “Huili Characteristics” of an integrity-based hospital.

Be prudent and rigorous in adhering to the bottom line of pandemic prevention and control. During the Spring Festival in 2020, a total of 39 medical staff from the Hospital were deployed to support Wuhan in the fight against COVID-19, making it the medical institution in Ningbo with the largest number assigned to assist Hubei. The Hospital makes precise deployment, scientific prevention and control, and has taken the initiative in Ningbo to carry out emergency handling drills for outpatient-related emergencies, and introduced a gate management system at an early stage to strictly control access to the inpatient department. It has renovated the emergency room and the fourth floor of the infection building in the eastern zone of the Hospital, and improved the control of patients with severe fever in strict accordance with the standard of Three Zones and Two Channels. Furthermore, the Hospital was the first one in Ningbo to renovate the makeshift hospital fever clinic in a localized manner, which was highly recognized by the leaders of the city, and visited and studied by various counties and urban districts successively for epidemic prevention and control initiatives.  Facing the task of large-scale nucleic acid collection and inspection, the Hospital further improved the emergency response mechanism, quickly established eight sampling mobile teams, dispatched 1,891 staff in 15 batches to support Zhenhai, Yuyao and Shangyu, respectively, with a total number of more than 300,000 people sampled, making it the medical institution with the largest number of staff dispatched and the most powerful fighting force, which was praised and commended by the provincial and municipal governments as well as the districts and counties.

In January 2006, the Hospital became one of the first Grade 3 Class A general hospitals in Ningbo. Currently, the Hospital is the affiliated Institution of Ningbo Pharmacy Management Quality Control Center, Ningbo Cardiovascular Disease Interventional Diagnosis Quality Control Center, Ningbo Hyperbaric Medical Quality Control Center and Ningbo Case Quality Control Center, and has been awarded the Zhejiang Province Pharmacy Management Merit Award for many consecutive years.

The Hospital implements overall quality and safety management and control. The Hospital has launched a medical quality and safety management year, unified the homogeneous management platform of VTE, critical value and adverse events, optimized and perfected the management process of new technology and project declaration, and comprehensively promoted the overall quality and safety process management system. The Hospital has responded to the national call for medical assistance, extending a helping hand in the fight against SARS and the Wenchuan Earthquake rescue; sent 17 staff members to participate in aid missions to Africa, Xinjiang and Tibet; dispatched 39 staff members to join the national medical team to aid the battle to block the COVID-19 pandemic in early 2020; sent 3,600 staff members in 9 teams to support nucleic acid sampling in Zhenhai, Yuyao, Shangyu and Beilun at the end of 2021; organized annual blood donations by all staff members, and the number and volume of blood donations have been ranked among the top in the city's medical system for many years, and the Hospital has been awarded the National Award for the Promotion of Voluntary Blood Donation.
